Planets and Fighter shipyards generate income, Capital shipyards don't (pretty much an arbitrary decision, I think). Also, freighters are built at fighter shipyards, transpots and anything larger are built at capital shipyards (I'm actually just making this up, but it seems reasonable).

Um, we could try to force a restart by just not posting anything relevant anymore.
