I just read the preview linked on the main site that Freelancer will utilize DX9. I sure hope there is backwards compatibility to DX8, because I´m not going to install this bugged-to-hell RC1 version of DX9 Microsoft offers as final version. How good are chances DX8 will do just fine?
Freelancer USES a DX9 component for it multiplayer.
The game will install DX on your system when installing itself.
I have had DX9 for a couple of months now (since release actually) with very little problems to the apps or games i use.
I don't think you have anything to worry about.
I've seen things you people wouldn't believe. Attack ships on fire off the shoulder of Orion. I watched C-beams glitter in the darkness at Tan Hauser Gate. All those moments will be lost in time like tears in rain. Time to die.

I've never had a problem with DX9 either, it's not "bugged-to-hell" and RC1 just means Release Candidate 1, which all that means is that it is a final build released for the public. You don't have to assume that we need to wait for a patch for DX9 just because it's the first release, almost EVERY recent release of DirectX has been mostly trouble free, and if there are any minor bugs they fix it in the .1 revision.
I to have had DIrectx 9 for sometime now {about 4 months} everything plays normal & yes the game should install even though you don't have Directx 9 but I'm not sure how the multiplayer component will react to that.
I also have Directx 9 videocard namely the R9500Pro & the visuals look pretty much the same as in the screenshots except for being a little more saturated in color.

Rhineland, what ATI driver version are you using? Is it the 3.1 released bout a week ago?

Had DX9 installed (luckily made an image of my boot partition) just to see games which run flawlessly before (MOO2, SoA, Haegemonia) didn´t want to run anymore. I searched the web for what might be the cause for this behavior and stumbled across an interview with some MS guy who is responsible for DX9. He said this newest DX version (RC1) should have never been released to public, because of all the errors and bugs in it. Well, after seeing my games not working anymore I have to agree.
But I remember DX8 had flaws too when it first came out. So I keep waiting for a .1 revision and won´t play Freelancer until then Damn! Taking a walk through hell itself would be far less cruel.

I would not wait that long to play Freelancer! It will be a much better game than the ones you mentioned. Besides, you may want to try installing Freelancer and see if it will run under DirectX 8.1.
I have not come across any of my older games yet that will not play with DirectX 9 installed. But just in case I kept my old AMD K6-2 333, 16 meg Voodoo Banshee Win98, when I bought my newer computer to play any of my old games if I wanted to. I also have a older P233 setup to multiboot to Win95 or Dos 6.22 in case I want to play any of my old Dos games like Privateer. My computer room is starting to look like a Computer repair shop!

I hear you! Well, I´m rebuilding both a 486 DX 50 and a Pentium 133/266 dual system (will route a switch to the front of the case so I can change frequencies without fiddling with jumpers), too. Now all I need is a good KVM switch.
About DX9:
I´ll give it another shot by reinstalling Win2k / XP and checking it´s behavior again.
