Look at it this way. When you land on a planet in FL, you get to choose from what are basically animated menus that let you buy things and talk to people in a bar. When you've done all that, it's back out to space. Rinse, repeat.
Now, imagine landing on, say, Planet Manhattan and buying what you need to, then upon looking at the job board in the bar, you discover that Liberty intelligence has discovered a plot by a Xeno member to destroy a major building near to where you've landed in six hours time. Someone, probably an insider, has posted this notice because they don't trust the LPI or the Navy to find this guy, and need someone who they think is made of sterner stuff. So, you take the mission to find and eliminate him.
The game switches into FPS mode and you find yourself standing outside the base, gun in hand, and a radar on screen pointing you to the location of the target. You make your way through the city, and find the Xeno in question. He sees you and makes a run for it. You chase him through the city, dodging gunfire - he's fast, and it's hard to keep him in your sights. Then finally, with a well-placed shot, you manage to take him down and collect your reward.
The FPS mode wouldn't have to follow a "standard" design. For example, you wouldn't need 10 weapons, as Trent would only be able to carry two at most - maybe one small and one large gun.
I think an FPS mode like this would work pretty well in the context of Freelancer and its missions, as a diversion from the in-space missions. It'd also bring the planets to life, rather than them serving just as pretty backdrops when you land. The only problem would be that it'd take tons of work to implement, and sadly I don't think it'd be something that DA would consider adding to either FL as an expansion or FL2.
