It's not the loadout, its how you use it. Obviously some weapons are simply superior to others by simple stats examination - the nomad cannons are obviously superior to any class 10 3.03 refire weapon for instance. But when there is no clear victory by stats alone, it becomes a matter of strategy, and which style you intend to use.
For instance, let's say your opponent has a 4xDIAMONDBACK, 2XTizona, Sunslayer loadout and you have some weaker weapons with greater projectile speeds like Krakens or Skyblast B's. By the stats you might think that the Dback user is going to dominate, but a winning strategy might be to take approaches with large angle aspects, giving an advantage to the player with the faster projectile speeds (due to more accurate targetting), and also neatly minimizing the sunslayer problem.
Conversly, if you had the Dback loadout, you might choose to carry your fly-by passes a little longer, forcing the high-speed-weapon player to straighten out somewhat on his approach. Of course, to pull this off you'd need to make good use of your mines to stop him from slowing down and turning quickly into a position on your 6. Alternatively, if your opponent is unskilled in the use of his mines, you may want to try slowing down and out-turning him yourself for a quick punishing shot, while keeping an ear pealed for the 'chuff' of the mine launcher just in case.
It's all about action and reaction. Strategy and tactics. There are more stats on a weapon than damage and refire. Proper observance of the meaning of the extra statistics can give a clue to how to turn a seeming disadvantage into a serious advantage.
I would say it's not what weapons you use, it's how you use them and how you expect your opponent to use his. And even more than this, it is how you observe your opponent using his loadout, and how you adjust your tactics to counter his.
