There are no BH bases in Omicron Alpha, the Outcasts home system. There may have been at one time, but think about it - if you're the Outcasts, such a base would pose a major threat and would have to be destroyed. The nearest place you can find the Bounty Hunters is Freeport 9, Omircon Theta

There's also Freeport 10, whre quite a few bounty hunters hang out. That's in Tau 37, on the other side of Omicron Alpha
