If you are neutral with the Liberty Rogues, you can go to Buffalo Base in NY and bribe the Junkers there

The ALG Disposal guy on the Battleship Missouri will allow you to bribe the Junkers also, just very rarely does he offer the option.

And why reload? Just leave the bar and come back. Much quicker and the result is the same. . . .
