That makes sense. The tribal clan system is probably the oldest polity in mankind. And it works too well in impoverished or underdeveloped areas.
About the Shia, though, it makes Al Sadr a bit of an anomoaly doesn't it? He's Arab Shia, he is rather outspokenly anti-Iranian out of what appears to be an ethnic prejudice. Is there an "Arabian" Shia that is distinguishable from the Persian?
