To all players on Browclops,

As of this point, no [GOV members may act on behalf of the United Systems. An effective communication portal is in the works, but has not yet been completed. Until the United Systems' format is complete, I would like to request that rival clans pardon any incursions that have already been imposed upon them. Until further notice, the acts of [GOV clan members do not yet represent the organization, but merely the individual player. [GOV is still in its infancy and has no order at this point. I am contemplating major changes, that will hopefully both increase [GOV acceptibilty and create a more realistic democracy.

Upon the completion of the setup process, I believe and hope that everyone will be able to have fun with the Federal Government of the United Systems of Browclops.

Justinian,

The [GOV will strive for your protection from criminals, as this is one of the primary functions of the United Systems. There may be an insurance agency set up that will have the power to issue insurance policies that can help protect against loss in the event of piracy. Note that insurance fraud will not be tolerated. In addition, criminal charges may be issued to characters that commit crimes of piracy or any crime for that matter.

Representative to Representative - You speak as if all systems have agreed to be a part of your government. I remind you that the Free People of Kusari do not recognize your government, now or when it is finally established. Any attempt to enforce your laws and taxes in our systems (New Tokyo, Hokkaido, Kyushu, Honshu, or Shikaku) will be violently opposed. We do not want conflict, we seek peace, but we will not be dominated.

As proof of our willingness for peace, we agree that you have the right to enforce your laws and taxes elsewhere in Sirius, and we agree to be bound by those laws only if they do not violate our laws. We will hold our laws to a higher standard than expected.

If any member of {HRE}_ is found to be violating your laws in your space, that is any system outside of the Kusari Home Systems, I ask that you inform me immediately and I will deal with it. We will inform you of any such actions in our space by your clan as well. If your clan is found to be unwilling or unable to abide by our laws while in our space, we will be, most regrettably, forced to deal with the offender(s) ourselves.

It is our sincere desire to co-exist with you in peace and harmony. We extend a hand of Friendship and Brotherhood to the GOV clan, and all other Clans that will abide by our laws while in our space.

We will also consider joining you in the creation of an "inter-clan" insurance agency and will cover the losses incurred in our space due to piracy. Pirates will be hunted to the fullest extent possible, and we will not just chase them from our borders, we will hunt them where ever they may hide. We hope that GOV will join us in our efforts or stand aside and not hinder us in our efforts.

i assume that on your last comment where you stated that you will hunt them wherevere they may hide that jurisdiction will come into play on whos issue it is once they cross borders

The Screamin' Demons have annexed the Rheinland Sector, and declared the space as their own. We will be institutuing our own laws into the sector, and we will not recognize any [GOV laws in Rheinland space. Anyway caught violating our laws will be terminated with extreme prejudice. We reserve the right to toll players in our system, but we will allow the players to face us in a fair 1vs1 duel to escape the toll. All tolls will be light, and reasonable. We will not demand that you hand over guns or cargo to pay the toll. We will only ask for cash, unless you wish to pay another way.

Regardless of the way we feel about [GOV}, we will listen to any proposals that they may wish to put forward. Perhaps they can establish a clan council where the leaders of the Browclops clans can meet and discuss issues pertaining to the game.

In political news today Kusari and Rheinland declare independence from [GOV control which leaves only Liberty and Bretonia under [GOV juridistion.

In other news, a rouge pirate flying a Titan engaged and destroyed a [GOV Pilot this morning. One of the pilots clones was quickly activated and a new Eagle suppiled but not before the pirate decimated the Liberty Patrol that provided back up for the [GOV pilot. The location and time of this fight has not yet been released to the press.

Its called a Coup d'etat (or something like that). Do you really think the militaries of the respective regions could've prevented these groups from seizing control

It has been established by a meeting of the existing clans to separate and divide the legislative powers of certain sectors to certain clans. The Holy Roman Empire's First Lord met with the representative of the [GOV clan, [GOVRegulator, and the Commander to the Screamin Demons, [SDFalcon to begin hammering out a peace accord for the sector. The first agreement was that the Clans agree to a United Systems of Browclops, similar to the old Earth United Nations Council, and will have representative voting rights therein. Individual Clans rights to rule thier own sectors and institute taxes and tolls is not yielded to this council by any member clan. Although not agreed to, implied was that any legitmate clan may petition for membership, and be accepted to the council subject to the acceptance of that clan by the clan council.

Another meeting has been set for tomorrow, to be hosted on the Capital Planet of the United System Clan, Planet Manhatten, New York System. Contact your own clan leader for more information. Notes from that meeting will be emailed to the respective attendees within 24 hours.

Until Jurisdictional issues can be agreed to by the current member states, HRE will only police and patrol for piracy in its sector. It may, in hot pursuit, seek out pirates who are attempting to flee to another sector. This issue still needs to be brought to the council and voted on.
