Just set the reverse_fraction in the engine properties to -100000... and leave cruise speed alone.
Then whenever you need super speed, you just hit 'X' (reverse) and you'll be cruising.

well, it may not display anything above 300kph but it does go faster with the line it
CRUISE_DISRUPT_TIME = 5
MAX_DELTA_FX_THROTTLE = 0.250000
THROTTLE_STEADY_TIME = 0.500000
THROTTLE_ATTEN_MOD_RANGE = 8.000000
DELTA_THROTTLE_ATTEN_MOD_CHANGING = 8.000000
DELTA_THROTTLE_ATTEN_MOD_STEADY = 1.000000
CRUISE_STEADY_TIME = 2.000000
DELTA_CRUISE_ATTEN_MOD_STEADY = 1.000000
CRUISE_ATTEN_MOD_RANGE = 8.000000
i took the minuses out from where ever they where, and on cruise mode you go like greased Sh*t
also after adding the line on the first post

Cool! Thanks man! I've sent it to your email.
For those that need to know, you can change the cruise charge time in the engine_equip.ini file. From there, it's pretty blatantly obvious what to do.
Then download and unzip the file (after backing up your files) to \data\audio\sounds\engines.
The files being replaced are all the ones that say ...cruise_start.wav
Change your cruise charge time to 1.5 seconds, and they should match pretty perfectly to the sound files.
The one thing you'll notice with that mod is if you hit the cruise from a dead stop, then your engine animation will lag a bit. It works fine if you're already moving close to 80.
