You can't be bretonia, you have to be the Rank of Ace to be a house, since you're new you got to be one of the minor factions.

stevefin, the Junkers are a major faction. You need to choose a minor faction. The major factions and houses (IE the factions you aren't allowed to be) are listed in the topic post.

Well you don't need anything. You might want some of the stuff at the bottom of the rules in the game thread. What you do is you controll a faction and basically do what you want. Make war, stay peacfull whatever
