Are exploration parties for finding totally new (as in not in FL) systems, or do I have to launch one to be able to build in a system I already know to exist? (Like Sigma 17). And is there a limit to how many stations you can build in a sector? Other wise you could build like 10 stations in a sector and end up getting very rich, and that seems dumb.

The first one. And you aren't allowed to have more than 3 bases per system unless you happen to start with more than three in a given system. In that case you just can't build any more.

As for the Colorado ruling, I will declare that until the grace period ends, all actions that involve rolls that could potentially result in battle be changed. In the case that a roll is made that requires battle, the roll will instead signify the next highest result.

In the Colorado incident, then, the Liberty forces did not find the Xeno base and returned to their station.
