Questions about the Border Worlds

What are the Border Worlds? And what faction ratings are needed to be higher in order to trade/buy/sell in this area of the game?

The reason I'm asking? I was looking through the ship database, and I'm kind of partial to their heavy fighters - specifically the Saber. What type of faction ratings do I need to purchase this ship in the game?

The borderworlds are just the areas around the Houses. Like the Tau or Omega systems. Since they are far away from the houses, there will be little or no polive, which makes it a great place for pirates to hide. Basically try to get factions like the Outcasts or the Order to like you. You should be able to find out who their enemies are in your Neural Net and just kill some of their enemies.
