Microsoft is paying for it. I actually had to register my "batch of the t-shirt" by sending them the registration code printed on the packaging. Then they asked me if I wanted to upgrade t-shirt to a "real, respectable shirt", and told me off the record that if I did, they'll add a free tie with it, as long as I keep quiet (the federal court has been iffy about Microsoft throwing in "free" ties (which is a complete bollocks since anyone knows that a tie is an integral part of the shirt). I said no thanks, and the guy said he completely understand and wished me a nice day, but then reminded me that everytime the t-shirt starts to itch, that means there's a new version of apparel available. Oh, not to mention that frelling puppy/paperclip asking: "Hi! it seems like you're trying to wear/take off/wash your t-shirt! would you like to...."
