higher npc per system on normal fl

is there any mod/addon that add more npc in each system to normal fl? not an addon to another mod or a mod. i just want more npc in regular normal fl

I am planning on doing that in my mod I am working on. More lag for everyone.

Nope I don't know any mod that is already out that does this.

i no flak 88 has it, that's why i asked a one for normal fl, cause flak 88's high npc mod require flak 88 to be used and cant b used w/ normal fl.
