The simplest route is just run the Freelancer server program. You can use that for testing stuff, basic LAN play, or maybe for a small group of players. If you want to start a community server you will need to download a few things, starting with Ioncross to help you manage the server. From there you can download various other server utilities to help manage the server, prevent cheating, or do server side modding. Everything you need is in the downloads section. If you're running a specific mod be sure to download the server version of it.
