Need Help With Level Requirement

why does the game say next level requirement - mission

I have already played all 13 missions and i cant get to level 32 so i can get the titan ship im stuck on level 23 how do i fix this...

i have played many missions from the bars and still no change

please assist

is there a mod out there that can change my level?

I have played the game 4 times (and clocked it) and i'v never had that i'v had some others but not that... A mod that I can suggest is Evolutions (the latest)

After story line, it isn't the number of missions, but the money made.
