As there are no objective criteria for a comparison: why don't you decide by yourself ? With both mods you have to start again (in Single Player). So download them both and start playing - both are worth it. I am sure you will be able to say what mod you like more as soon as you have done some story-line missions (in any case do the Barrera-passage and Willard-Station-mission !) or other missions.
Personnaly I like both mods, with a accent on exploring in RB and an accent on action in TNG. But already this is controversial.
