If you've got a scroll wheel on your mouse, give it a few scrolls forwards. If you have one on your keyboard, do the same. I have the same problem and scrolling forward the wheel on my keyboard fixes the problem.

Maybe you've been using "go to"? Sometimes the game seems to get stuck and you have to hit Escape to cancel your previous command. That's the only time I've had the throttle at zero problem.

i have been having the exact same problem with my mouse wheel. I hate it because you can never get medium speed with mine, its either full or no throttle. I came around it though and I would be glad to provide assistance. Heres what I did:
The mouse wheel clicks as you move it up and down. So go out in space and neutralize the speed. Then click it up once and try speeding up using the keyboard. If it goes back to 0 speed by itself again, scroll/click it up once more and try the throttle again. There is one position thats neutral on the wheel and it allows you to control the speed using the keys then. On the other hand, if you want full throttle all the time, scroll it as much up untill it is at full throttle, and if you want it back to neutral, repeat the steps above in reverse.
