If you downloaded it from this site, Lancers Reactor, it won't work (some kind of weird glitch), so firstly you should download it from here.
I don't remember how I installed it myself, the problem might be that you don't have the Freelancer Mod Manager installed.

Download and install FLMM Freelancer Mod Manager. After you have it installed, download Evolutions or any other mod and click on them and they will install them in FLMM. It will open up then click on the mod you want to use. Then play the game. Enjoy.

Where do i get the mod task manager

It downloaded just fine for me from TLR. Don't know what the problems may be.
