Bribing is the only way to go. They have no enemies, so you can't do much without bribing.

yeah, try finding a bribe on a Freeport for them. Unfortunately, they do not have any enemies, but they do have pseudo-allies. Despite their infocard claiming they have no enemies or friends, the empathy file says they like a few factions to a small degree, like the Bounty Hunters and a few corporations.
For example, I have made it a habit (or maybe a hobbie ) to shoot any BH I encounter; it just is a consistant and reliable way to sweeten up my rep with any pirate or criminal faction without affecting any other faction (well except for the Zoners, and that's a very little amount). Since Zoners DO havea slight soft spot for BHs, my rep slowly fades from the green when I bribe them to a more and more nuetral white, and sometimes down into the almost-red as I kill BHs over a period of several days.
So be careful, because if you shoot the wrong guys, your rep will feel some pain.

You guys don't know? The Zoners don't offer any missions. Their bases have missions from the BHG.

In theory they should have missions from everyone but only BH for some reason. I think everyone knows that the Zoners don't have mission because they are 'neutral'.
