Corruption on Oregon Server?

Im a little worried by recent activities on the Oregon Classic Server 1.0 that my clan operates on.

The rules state that it is a strictly NO MODS server and myself and my clan being very anti mod have made one of our main goals to help uphold these rules by reporting modders.

We reported a pilot the other day who was using an Adv Champion shield and some sort of homing torpedoe. Supplied screenshots of the shield on his ship and posted with a report to admin. Turned out this player also had other ships which were Server Police ships.

Was told by admin that this indivduals characters had been banned and that he was stripped of SP rank. However the next day he was back online again using his modded weapons and torps. He claimed that none of his characters were banned because he was a close friend with admin. Spoke to admin and they told me the trial had found him not guilty due to not enough evidence and so his ban was lifted.

This just strikes me as admin having one rule for one group of people and another rule for another. This corruption on the server makes me very uneasy and im unsure how to proceed. Begin again on a new server or grin and bear it? Anyone know any good unmodded servers with non corrupt admin? Just looking for opinions and suggestions really.

This is not a political place to showcase one sided, or even two sided, quarrels that have nothing to do with TLR. Please take your arguements, complaints, and more to the forums for this server, and present your "case" to those there.
