how do you get into Tohoku system I have tried everthing I cannot find anything on downloads please help

There probably won't be an entire mod dedicated to getting into Tohoku - but plenty of other, bigger mods allow you to do just that

Get an INI decompressor/editor and un-lock the locked systems. In this case, Tohoku.
