The names of people on the bases are fixed, you can use fl explorer to view thier properties.

Not sure about the ship names though
I think they vust have a long list of first and last names and just slap a couple together at random in-game

Yeah, there probably is a random name generator. Anyone run into the same name twice in their game? Aside from storry line and MP players, that is. --- VH16
