Ive found out how to edit how the AI fire! 
Edit the file: DATA\MISSIONS\pilot_population.ini.
Inside there is some junk about whether they use nanobot and shield batteries (they don't). Also it states how often they fire thier guns and how accurate they are. Im not quite sure what all it means though.
