ini files/ mods/ reps

Could someone please explain 2 me what all this business with ini files is.

Im new so dont beat me up (please) but i want to change my rep with the bundschuh but cant find any bribes and cant be bothered to make a load of enemies so i can be friends with 1 group.

Which mod(s) can i use to change my rep- this is in single player people -and do i need to use an 'ini file editor'
