Who are "criminals?'' Who gets mad?

Who are "criminals?'' Who gets mad?

When I look up the allies and enemies of different factions, some just say "criminals." Who does that include? Are Junkers, for exmple, criminals. Just to make things more confusing, when I'm offered to give a bribe to make friends, I'll be told it will make me unpopular with a couple factions, but the profile will list others as enemies.
One last question, does accepting a mission from a faction lower your rating with other factions who are their enemies, (aside from who the target is.)

If you accept a mission for, say, the Mollys, even if it's not against the Corsairs, their rep will still go down. As the Molly rep goes up, Corsair rep goes down.

Criminals is anyone who attacks the corperations or police forces. Obvious ones like Mollys, Corsairs, Outcasts and Rogues, but also the Farmer's Alliance (their hits on Synth Foods) and Gaians. There are quite a few other groups.
