The Xenos do have some unexpected friends - they're just not close enough to be listed as allies. And if you shoot plenty of criminals but no Xenos then the Xenos stop shooting pretty soon. Of course, this takes longer if you have shot some already.
When they are no longer hostile go to one of their bases and read the news. It's good for a chuckle or two.
On the other hand, if you do shoot Xenos when they attack you then their enemies (almost all lawfuls and all criminals) will like you better.
BTW, Xenos do not fly Daggers - like many other factions they fly civilian ships. They are the toughest to defeat of all factions that fly the same ships, even though the game designers reduced their weapon loadout dramatically to make them less hard to defeat. For example, their Starfliers carry only two guns instead of three. If you scan the Xenos ships then you'll see that they all fight with one hand tied behind their back but they are tough even so.
P.S.: the Xenos do have much better ships than the two you encounter in Liberty, and despite being severely hobbled they are tough enough to kill inexperienced players in any ship (even in that class 10 hunk of junk of the Corsairs that n00bs love so much).
