Hmm If memory serves which it probably doesn't, mactan is owned by the zoners. So be friendly to zoners and kill who they don't like and avoid all contact with them if possible until they think your a hip cat.
If you do find yourself being attacked by them, run. It's a long arduous process getting back into the good books with a faction especially if your numero uno on thier most hated list.

Try to kill a billion Xenos...it will eventually get the hacker to be neutral

I don't know but I wish I did! IMO the Dromedary is by far the best looking freighter in FL. But it seems like to get it you have to piss a lot of people off...

If you're playing the game you can look on your status menu to find info about your allies and enemies, and THEIR allies and enemies. And I think it tells you their locations too, though I might be wrong...

fastest way ive found is find a hack for outcasts in freeport 6 in tau 23 or tau 37 freeport 10,that will make rouges and hackers neutral with u, or find a hack for rouges somwhere,as the 3 of them are in bed togeather.

Why is it so difficult to click on your reputation list, click on Lane Hackers, and see who there enemies are? Then go kill their enemies. Or just buy a rep hack in a bar. I know a little about rocket science; this ain’t it.

You can also attack convoys and the such, once they're neutral, suicide and respawn if you're in MP.

In MP, my next upgrade after the Rhino is usually the Drom. What I do is trading in the Rhino for a patriot and a few Justice lasers, then go on a police-killing rampage outside Manhatten. The patriot with guns only cost about 10000 credits or so, certainly cheaper than bribes.

Ok I get dromeary all the time .
First get good with junkers then rougues at junkers in ny or texas
Rougues are allies of hackers and outcasts
Kill a bunch of xenos in ny or kill about 3 or 4 bounty hunters but not too many That will help
Then do 2 runs at Detroit attack one of their algera cargo ships then dock Manhattan quickly dont worry so much about the loot do this no more than 2 times at detroit
you will be white to rougues
Then go to texas junkers after you do all the ny stuff
Remember the smaller the bribe the less you do to the board
A BIG Bribe will do drastic changes so watch what u pay
Pay bribe at junkers but not to outcasts if you can help it just rougues that you want green then go to magellan freeport station If you are not white by then pay bribe for hackers or rougues there
It is there keep docking in and out till you get it
From there you can go to Mactan and buy ship
You might have to pay before you buy But I dont think so
Important note whenever you leave junkers or any outlaw base if you are not green to them and you buy cargo from them they will ask for it
so dont buy until green to faction
always bring light arms to junkers or hackers base the first time also dont worry about the profit they have to see you let them make profit to help you

Is it me or dosent anybody pay attetion to the rep list? it tells you who the allies and enemys of a faction is. so you go find out whos around where you want to go and kill who or what ever to make your rep better.

REAL SOLUTION:
Ok guys i already got it, thanks everyone for helping, for the ones with the same question here it is a SOLUTION:

Go to the freeport between the trade routes, if my memory is correct is freeport 4. in it's the bar, you have a chance to find a guy that will hack you on outcasts or liberty rogues or hackers, if you find it dont miss it, hack it on any of the three, if you don't find it don't worry, follow the next step.
Then, near the freeport, wait for bounty hunters and IMG reach the space, kill them all, each one you take down will put you in a good mood with the hackers, outcasts and rogues.

Believe-me, its the easyer way
