How do you Fly Nomad Ships

Sorry if this is suppose to go in the spoiler forum but i will try not to give to much away. The other day playing MP i ca e across a level 38 player named Zor, it think the server was Freelancer Heaven (or something like that), any way he was flying a nomad ship which had about 6-7 Nomad Lasers and when i asked him where he got it, he said on the nomads base in bottom one, hint, hint, nudge, nudge. But he couldn't tell me exactly were or if it was in SP. Could someone tell me if this is a MOD or if the base truly exists!!!
