Help!How to edit the *.ini files?

I read those topics in Editing Forums,and i want to make my ships cruise faster.
But when i open those *.ini files in my game directory,i found there are no characters!I mean i can't read those files.I use the tool-UltraEidt to open those
files.And when i open the ini files which download from this web,surprsing,i can see the content just like in Editing forums.
This is a strange problem.
who can help me,thank you !

Download this. You need to decompress the ini files first.
