did you bribe the zoners? or did a zoner offer a bribe for the GC? also, was it a high-cost (70,000+) or a low-cost (4,000-10,000) bribe? the lower costing bribes tend to not do too much to the rep in questions, while high costing bribes usually get the job done. another thing that can be done is to choose one of their enemies and keep killing their ships until the GC rep rises.

*edit* The bribe was for all zoners. Maybe it was the wrong bribe? Where else can you bribe for GC?
