Yep definatley manhattan but you have to take into account the heavey cop presence .

If you are absolutely friendly with the Liberty Navy and Police, they tend not to scan you (hehe, be the outstanding Liberty citizen meanwhile you dabble in a shady underworld right under there noses!! )
Also if you climb or drop quite a distance before making your way to Manhattan, you then arrive there sufficiently far beneath or above the docking ring that there aren't many/any police around. By approaching from these directions you enter police presence for as little time as possible

Another way to make a quick approach to Manhatten is to approach along the tradelane from West Point. Leave the tradelane before arriving and dock with the second to last tradelane. This will spit you out at a higher than usual speed and you'll be very close to the docking ring when your speed comes back down to 80. At this point just select the docking ring and hit dock. If they scan you ignore them completely and do NOT dismiss the "jettison cargo" dialog, just dock. As long as you don't have to wait in queue to land you'll be so close to the docking rings that you'll dock and land before the police get fed up and go hostile.
