Enemies can use weapons I can''t

How come dragon ships that I buy can use weapons level 4 to 6 while enemy dragon ships can equip weapons level 5 to 7??? TIA!

mmmm, could be that they are trying to make up a little more for the fact that when you engage an enemy fighter the NPC that you're shooting at has a shield regeneration rate of about 1 where your regen rate can be multiples of 100...
