Where to buy civilian turrets?

couple days ago i got a lvl7 Rashpoint turret dropped by a bounty hunter(i think), it has a fire rate of 8.33 and does pretty decent damage, i'm trying to get acouple more of those to fit on a frieghter but i just cannot find a single base that sells "civilian" weapons. went across the entire map from tau31 to omicron gamma, every base seems to sell only their perspective faction's weapons. tried all the freeports too and they only sell zoners stuff. so anyone's got clues where i might find those (or other high lvl turrets w/ fast fire rates)? any help would be great.

also, are there actually any lvl 10 turrets? i dont believe i've ever seen one above lvl 8.

There are turrets up to lvl 9. As far as finding civilian turrets, I am guessing that you get them on the police controlled planets. The ones that people live on, like all the New xxxx's. I'm sure you can get better turrets from factions, AFAIK the civilian weapons are the weakest available.
