Level 10 Shields

Does anybody know where I can get shields with 10xxx strength? The best thing i found is the Adv. Brigandine shield but I saw at least 1 better type used by some bounty hunter hammerheads, I think it was the Adv. Barrier shield or so. Can anybody tell me where I can get it?

those high level NPC shields usually cant be bought or found in the game, that c10 brigadine is the only c10 you can buy and outfit a fighter with
