Has anyone found away to Toledo in SP

Hi ppl, On the final mission of mission 13 your reward for completing the mission says that once completed you should travel to Planet toledo in the Omicron Alpha system and you can get the latest and greatest ship, weapons , shields and what ever else for free.

Also does that Nomad Jumpgate system that was created by the Nomad artifact become part of the game so that you can use it?? Or is it just part of the story.
