Scan your enemies (press O) and see what weapons they use. Then equip the shields that will counter their weapons best. It also depends on your profession. If you're a pirate in Bretonia I think you'd get a shield that is better at countering Tachyon weapons (if I remember correctly this is what the Bretonian police/navy use). If you're one of the good guys you'd need something different for the weapons the mollys and corsairs use in that region.

I usually just go for the sheild that has the highest armor rating, and don't worry about what weapons it works best against.
This means that sometimes I go through a LOT of sheild batteries, but it seems to work pretty well most of the time.

If you have the scratch, and if you intend to do plenty of sytem traveling, then I'd buy one of each type. That way, if you decide to head over to Kusari (or Rheinland) to do trading runs, you can switch to the better shield during base stops.
