also where can I get lvl 10 shields?

You can mount/unmount equipment when you are docked or planetside. Either use the ship info panel or talk to a parts dealer. Either way you simply click the jigsaw piece on the left corner of what you want to manipulate.

Level 10 shields can only be found AFAIK in the outer systems. These are systems so remote only the right jump holes will get you there.

You need to be at the equipment shop on a planet/base.

The top left corner of each weapons had a jigsaw-looking puzzle piece. Click that to mount/unmount.

Where to buy class 10 shields is a question for the spoiler forum. But in generally, you need to be in extreme periphery areas.
