Where can I download the INI Decompressor?

As stated above, where can I download the INI Decompressor? I'm a first-time edit/hacker and am looking around for some basic utilities. Thanks.

Take a look in the utilities downloads section here on TLR. It has the INI tools and a few others that are very handy.
