Server side only MODs

I was looking over the MODs and realized that I have no idea which ones can be done on the server without requiring the player to download anything. I know that start-up ones are like that but I was wondering which other ones there are.
I was also looking for a tutorial on adding a patroling cruiser or battleship. Or any patroling ship for that matter. And if this can be done on the server only also.

Server side only mods tend to only affect stuff like encounters (capital ship encounters), loadouts and empathy.

Correct me if I'm wrong, but I also know there are more.

Encounters and such are decided by the server and told to appear on the players computer....
