I change the starting faction on my server a lot, but I'll always see liberty police on the list, before I even leave manhattan. sometimes I change the starting point to the criminal base, but instead of seeing liberty rogue faction on the list, it's always police.

How would I go about removing it? if I picked the gains as the starting faction, they'd probably not know about the liberty police, so it shouldn't be on the faction list. the freeport 9 server is a good example of what I'm asking for. all factions are listed when starting new character. that's what I'd like to control on my server.
