what utilitys do i need to mod and how do i use them?

Big program u should use is bini. U can get in the download section under utilities.
It decrypts the ini files which hold all the info.
After you decrypt the files its up to you to change what you want.
It puts the decrypted copy in the same file as the real .ini file.
When you are done editing you should backup the original .ini then rename the text file to its .ini form.
