What program am I supposed to use to create mods? I really need help on this subject. I have been searching for hours and I still don't knwo what program everyone else is using. Any mod creator, plz help.

No, I won't teach you becuase I am busy with my mod. But you can teach yourself. I've suppied you with the way towards your goal. Now it's all up to you.

You need Bini or the SDK (preferably SDK), and then you can just use Notepad to edit the ini files.
