HOW DO I PLACE DOWNLOADED MODS INTO THE GAME SO THAT I CAN USE THEM.

Now, if you will talk like a sane man, first you need to download and install Freelancer Mod Manager, which is availible for download here on TLR (do a search for it, the search box is on the upper right hand corner of the main page). almost all mods come in .flmod format. Just double-click the file and FLMM will prepare the mod. Choose the mod on teh mod list in FLMM and click "Activate". Wait for it to activate the mod (it will look like it has frozen, but it hasn't), and go play freelancer!
