Its known, and, its not just lvl 18. I was stuck at about lvl 8, for probably a week. And, in that time, I had accumatlated enough worth to actually get more levels then normally would have. Although it was annoying, I was somewhat glad that I could afford the weapons and shield/hull things that I could. Just, don't update unless your running a server.
