FLMM...useless?

I've been trying to use FLMM, but access to the Freelancer.exe .ini files is denied.I changed the RO as explained in the posts about rebal1.4 but NO mods work for me b/c denied access to this file....anyone know what I am doing wrong here?Any help would be appreciated.

Email IGx89. Could just be a bug. You should be able to find his email in the FLMM download page or in the readme of FLMM.
