weird after mission 13

I can't seem to go up levels once I finish mission 13 and get taken back to Manhatten. When I make enough money to level up it just keeps going and ends up more than the amount I need for the next level, without giving me the level. Is this important or should I just keep playing and the second missions will come anyway? Thanks
