start a server

hi all...
sorry for my english, i'm italian.

I want to start a server for me and my frends, but I don't find options like starting system, starting credits etc in flserver.
If I want to start a server where new player begin in new berlin, for example, and with 20k credits what can I do?

and another question... I noticed that in some server my reputation is at 0 for all, and in my server is positive with liberty etc, and negative with rouges... is possible to start at 0 with all factions?

There are many ways to carry this out, one is using Chip's Server Operator.
Hope this helps and you should read theese forums more carefully as theeses questions have been answeared dosens of times.
