Server mods

I am currently running a mod server, or really I want a new mod. I am sure of I have seen something that involves some of these mods. Here is a list list of what I want for sure and things that I would like and am wondering if anyone can recommend a few good mods:
Definatly Want:
Capital Ship encounters in all houses
Lots of capital ships to buy and capital ships to fight in high paying missions
New ships
New weapons
New systems
New factions
More Commodities
All the tractor beam/engine/scanner/armor etc...
Missions fighting Nomads
tougher missions
Regenerating shield/use nano AI

Since what I want on this list doesn't seem all that easy to do if someone could teach me how to create factions this would be easier:
self modded clan systems
Be able to buy bases with clan funds and add your clan to the faction list
be able to have clan AI pilots in my clan system

Anyone know of any mods like that or any mods that I could combine to equal that. I would really like to have a clan system and I can make it myself, I just don't know how to make factions. Thanks for your time,

I am currently running a mod server, or really I want a new mod.
Not sure if you mean server-side only or a full mod that is client-side as well. Server mods sounds server-side and that is what brought me to post.

I will try to reference where I think the mod is changed (CS for client-side, SS for server-side) and if our own server-side mod (BSM for Boston SuperMod) or our opt-in client-side mod (S19M for Sigma 19 Minor mod) has it. Reference to original FL can be thought of including nearly every usable system and ship seen in SP, of which 90% is in MP. (Chips feel free to correct my incorrect modding assumptions )

Capital Ship encounters in all houses SS, BSM has it
Lots of capital ships to buy and capital ships to fight in high paying missions CS
New ships CS, S19M Anubis able to be purchased
New weapons CS, S19M Order equipment able to be purchased
New systems SS in FL systems not originally reachable, CS for brand new systems, S19M has reachable original systems but not new ones, future BSM is working on new systems
New factions CS, future BSM is working on it
More Commodities CS
All the tractor beam/engine/scanner/armor etc... Changed how?, BSM has PvP experience unchanged
Missions fighting Nomads SS with caveats, easier to implement CS
tougher missions SS, BSM has it and for the future is working on more
Regenerating shield/use nano AI SS, BSM has it

Just go through the editing forums like the legion of modders before you.

Just make sure you get permission before building on someone else's mod. Most only require adequate recognition in your credits for your mod, that's all.
