I assume all these questions relate to MP only. The FL server ID seems to be in accounts.cfg. This file is used to "unlock" the saved game files so a past player can log back on with his own FL MP ID and play his saved characters. If you are moving or wiping&reinstalling (like I did this weekend) save everything in the directory My Documents/My Games/Freelancer/Accounts/Multiplayer. This includes account.cfg and flserver.cfg in the Multiplayer directory.
Yes, if you reinstall FL server it will generate a new accounts.cfg file. If you reinstall FL client I have heard yes and no about generating a FL MP ID that is the same as the one generated before. To be sure on your FL client machine I would save (print!) the FL MP ID. On the server you should make regular backups of the Multiplayer directory and thus accounts.cfg is saved as well.
Your dilemma is humorous but relatively simple to fix if you are willing. FLSO would make it real easy (any saved FL game file editor will suffice but only if you know what you are doing). OK, install FLSO, edit your character's file and set his location in some other location. If you didn't have access to the server it would be more difficult to do as you must have access to the saved FL game file.
